What 🃵 means
It wins every trick it is played in. French Tarot uses 78 cards: four suits of 14 (with a knight between jack and queen), 21 numbered trumps and the Excuse. Any trump beats any suit card, and the 21 sits on top of them all, so it can never be captured. It is worth 4.5 points at the end of the hand.
It is also one of the three oudlers (bouts in French): the 1 of trumps, the 21 and the Excuse. The player who takes the contract needs 56 of the 91 card points with no oudler, 51 with one, 41 with two and only 36 with all three. Holding the 21 is therefore a real asset when deciding whether to bid.
Is it the same card as The World?
Same number, different deck and purpose. Tarot began as a card game in 15th-century Italy, with records from the 1440s and 1450s; its link with fortune-telling grew in the 18th and 19th centuries. Divination decks such as the Tarot de Marseille name card XXI The World. The French game deck shown by Unicode has unnamed trumps with Arabic numerals and everyday scenes, so 🃵 is simply the 21, though anyone can borrow it to mean The World.

5Questions people ask
2Is 🃵 an emoji?
No. It is a plain text symbol, so it has no colourful emoji version and looks however your font draws it.
Why do I see an empty box?
Your device has no font with the Playing Cards block. Installing a font that covers it, such as Noto Sans Symbols 2, usually fixes it.
