What ⦌ means
⦋ opens the expression; ⦌ closes it.
The brackets mark the boundaries of the material they enclose. The underbar distinguishes this pair from ordinary square brackets; it does not by itself tell you to perform a particular calculation. When transcribing a formula, keep the underbar on both brackets to preserve that distinction.

1Why does ⦌ show as a box on some devices?
Not every system ships a font for the Miscellaneous Mathematical Symbols-B block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
