What ᛂ means
No. They belong to different rune rows.
ᛂ is the dotted e-rune of the Younger Futhark, a rune row used for Old Norse. ᛖ is a separate Elder Futhark rune that also appears in Anglo-Saxon Futhorc as Eh.
Why was ᛂ added?
It let writers distinguish e from the i value of ᛁ.
Earlier Younger Futhark writing could use ᛁ for both i and e. In medieval runic writing, a dot marked the e value and formed ᛂ.
During the late 11th and 12th centuries, the Younger Futhark gained extra runes including ᛂ.
Outside runic spelling, ᛂ usually signals historical-script styling or interest in runes.
