What ⃀ means
It marks the Kyrgyz som.
Introduced in 1993, it shares the name som or sum with Uzbekistan’s currency; ⃀ identifies the Kyrgyz one.
Why does the som sign have an underline?
The som symbol’s underline signals stability.
Approved in 2016, it entered general use in 2017. It underlines the Cyrillic capital letter Es (С). A 2019 Unicode proposal cited unreliable rendering of letter-plus-line sequences in currency software as a reason for a dedicated character. A 2020 Unicode proposal records the Kyrgyz National Bank’s explanation that the underline signals stability.
Formal in prices; in 2017, Kyrgyzstan’s National Bank recommended it for advertising, information, and reference material.
This marks Kyrgyz som, not Uzbek sum.

Don't confuse it with
1С̲ A composed Cyrillic С plus a combining underline can render inconsistently; ⃀ is the dedicated currency character.
Questions people ask
1Why does ⃀ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
