What 𑩾 means
It writes a consonant sound in Soyombo text.
Without a vowel sign, a Soyombo consonant carries an “a” vowel; a vowel sign changes it, and a special joining sign can stack consonants into a cluster.
Zanabazar created Soyombo in 1686. “Soyombo” is a Mongolian form of a Sanskrit word meaning “self-existing”; a traditional account says he saw its letters appear in the sky. The script survives chiefly in Buddhist manuscripts and inscriptions. Fonts may draw the letters differently; Unicode’s sample is illustrative.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
