What ᳃ means
Bindu cakra marks a comma in older Sundanese writing.
The Old Sundanese script, used in the 14th–18th centuries, developed from Pallava, an earlier South Asian script. Its punctuation includes marks called bindu. The Kawali stone inscription is an early example; manuscripts also show ᳃. The name is glossed as “wheel.”

Questions people ask
1Why does ᳃ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
