What ᜁ means
It is Baybayin’s standalone vowel for i or e.
Baybayin i vs. kudlit: ᜁ stands alone; ᜒ, the kudlit, sits above a consonant, whose built-in a sound becomes i or e.
Baybayin wrote Tagalog, Bisaya, Ilocano and other languages; poems, notes and land deeds are documented uses. Its roots link to South Indian Pallava writing, perhaps via western Java’s Kawi script in the 10th–14th centuries; the route is uncertain. Spanish accounts mention it by the mid-1500s. Manila’s first printed book in Baybayin, the Christian teaching text Doctrina Christiana, appeared in 1593. Latin script displaced it in ordinary use by the mid-1700s.

Questions people ask
1Why does ᜁ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
