What 𘧪 means
It is a structural component, not a standalone Tangut word.
Unicode uses Tangut components to describe and index Tangut ideographs, or written characters, including in Ideographic Description Sequences (IDS), which show a character's component structure. The wider Tangut script was created under the first emperor of Western Xia about 1036 CE to write the Tangut language. This component belongs to analysis of that writing system; it does not translate word for word.
The script remained in use after the Western Xia fell to the Mongols, through the Yuan and Ming dynasties, but was obsolete by the end of the Ming dynasty. A mid-12th-century Tangut dictionary called the Sea of Characters analyzed characters through source characters and their parts. Unicode's modern component inventory brings together forms recorded in dictionaries and other publications for study.
Technical and scholarly: this component belongs in discussion of Tangut writing; by itself, it is not a casual-use sign.
