What 𘪘 means
No. It is a structural part, not a standalone Tangut word.
Tangut component 665 is assigned to describe and look up larger Tangut characters. On its own, it has no translation or pronunciation.
Why was Tangut writing created?
It gave the Western Xia state a writing system for public life and Buddhist texts.
Tangut writing carried a collection of Buddhist scriptures and Chinese translations. A surviving manuscript from the 12th or early 13th century preserves Confucian teaching, military material, literature, and other subjects beyond religion. The script's makers followed the example of nearby Khitan script-makers and adapted principles of Chinese writing.
