What 𗆨 means
It means “laborer” or “worker” in Tangut.
It names a person who works; it is a written word, not a picture. Tangut writing records the Tangut language, not Chinese.
Western Xia (Xixia) officially introduced Tangut writing in 1036 for state and cultural life, including translations of Chinese and Tibetan texts into Tangut. After the Mongol conquest in 1227, its use shifted from state texts to manuscripts and reference works. Khitan and Jurchen were other historical scripts in the region, not alternate forms of Tangut.
