What 𗊨 means
Li Fanwen’s dictionary gloss is “a surname.”
One reconstruction identifies the name as Ha, with the reading 2xa. This is Tangut, not Chinese; the scripts share character-building traditions.
Why did Tangut rulers create their script?
For government, literature, and religious translation.
The Tangut state created the script in the eleventh century. Its earliest transmitted document is an official record from 1072; Tangut writing continued after the Western Xia state fell in 1227. Tangut forms differ from Chinese but share character-building traditions; scholars also compare them with Khitan, another historical script.

1Why does 𗊨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
