What 𗍤 means
The Unicode name identifies it; it does not translate its Tangut word.
“Tangut Ideograph-17364” is an algorithmic label: it combines the script name with a code-point number. It identifies which character this is, but gives neither its Tangut reading nor its word meaning. Tangut is a separate historical script for the Tangut language, also called the Xixia script.
Li Fanwen's Tangut–Chinese dictionary indexes it as L0620; “Chinese” names the translation language, not the glyph's script. An index to Gerard Clauson's Tangut dictionary lists entry #1516, folio 114. These are search addresses, not pronunciations or glosses.
How did Tangut writing outlive Western Xia?
Buddhist texts and later inscriptions kept the script in use.
Historical accounts date the script's design to 1036. It served Western Xia, a historical state in what is now northwestern China, in schools, official records and diplomacy; Buddhist translations were also printed from carved blocks. Western Xia fell in 1227, but Tangut writing continued: Buddhist dhāraṇī pillars—stone monuments inscribed with sacred formulas—were erected at Baoding in 1502.

Questions people ask
1Why does 𗍤 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
