What 𗑬 means
Its label identifies the character, not its Tangut word.
A tangraph is a written character in the Tangut script, which records the Tangut language. The Xixia script was the writing system of Western Xia; Tangut is a language distinct from Chinese.
The Tangut script was developed around 1036 under Western Xia's first emperor for state administration and Buddhist texts; it also appeared in private and secular writing. Its design drew on Chinese writing and the regional Khitan script tradition while serving a separate language. After Western Xia fell, Tangut writing continued under Yuan and Ming rule.
Historical and scholarly, most at home in Tangut texts and specialist discussion.
The Unicode label is not a translation.

1Why does 𗑬 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
