What 𗒘 means
It means fawning or flattering in Tangut.
The Tangut dictionary pairs 𗒘 with Chinese 諂, “to flatter.” Its reconstructed reading is written ɣiej in scholarly Latin transcription; a Tibetan sound note on a British Library fragment preserves a clue to its pronunciation.
Tangut writing was organized in 1036–37 for Western Xia state records and cultural work. It also served Buddhist and secular translations; the earliest surviving example is an official document from 1072.
Specialist and historical; it fits discussion of Tangut texts.

1Why does 𗒘 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
