What 𗕒 means
Li Fanwen’s Tangut–Chinese dictionary gives “angry.” Its numbered Unicode name identifies the character, not the word.
When was Tangut writing created?
It was created around 1036 to write the Tangut language. Western Xia’s first emperor, Li Yuanhao, ordered the script.
Neighboring Khitan rulers had already created scripts before Tangut’s creation around 1036, including one partly modeled on Chinese writing. Tangut script served official records, Buddhist translations, and other books; it remained in use under Yuan and Ming rule after Western Xia fell, then became obsolete by the end of the Ming.

1Why does 𗕒 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
