What 𗚆 means
It means “tattered” in Tangut.
Li Fanwen’s Tangut dictionary lists entry 5206; BabelStone’s English index places it under “tattered.”
Why was Tangut writing created?
It gave Tangut rulers their own script.
Emperor Li Yuanhao ordered the Tangut script into use in 1036 to support state identity and Buddhist texts. Tangut borrowed some Chinese stroke and composition ideas, but remained distinct; neighboring Khitan people had scripts about a century earlier. Surviving texts include Buddhist scriptures, Chinese translations, Confucian and military works, and literature. After the Mongol conquest in the 13th century, Tangut ceased being a daily language.

1Why does 𗚆 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
