What 𗚻 means
It names 升, a measure for dry goods.
A 2022 reading of a Tangut grain contract identifies 升 as one tenth of 斗. These Chinese labels name the units; neither is a variant of 𗚻.
Why was Tangut writing created?
The Tangut state created the script for its language. Introduced in 1036 under Li Yuanhao, it supported state-building, a Tangut edition of Buddhist scriptures, and a distinct identity. Its forms drew on Chinese writing; neighboring Khitan states had earlier created scripts of their own. Tangut writing remained in use under Yuan and Ming rule, becoming obsolete by the end of the Ming dynasty.

Questions people ask
1Why does 𗚻 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
