What 𗣕 means
The Tangut dictionary Wenhǎi defines 𗣕 as “person.”
Wenhǎi (“Sea of Writing”) is a 12th-century Tangut rhyming dictionary, a reference book that groups words by sound. At entry 72.152 it explains 𗣕 with 𗸦; the entry for 𗸦 at 7.111 gives the definition in reverse. These are two Tangut words with the same meaning: “person.”
Is 𗣕 a Chinese character?
No. 𗣕 belongs to the Tangut script.
The Tangut script, also called Xixia, was created around 1036 under the Western Xia state in present-day northwestern China to write the Tangut language. Chinese writing was its main model; scholars also consider Khitan influence likely.
After the Mongol conquest of Western Xia, Tangut writing remained in use through the Yuan and Ming dynasties and became obsolete by the end of the Ming.

1Why does 𗣕 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
