What 𗤨 means
It describes a quality, not a particular person.
Li Fanwen’s Tangut–Chinese dictionary supplies that English gloss. In a sentence, surrounding words show what or whom it describes.
Is 𗤨 Chinese writing?
No; Tangut is a distinct script.
The Tangut script was created around 1036 under Western Xia’s first emperor, a medieval Tangut ruler. It gave the Tangut language an official written form and supported Buddhist translations. The neighboring Khitan people had already made their own scripts; Tangut characters also borrow visual ideas from Chinese, but belong to a distinct system. After Western Xia fell, Tangut writing continued into the Yuan and Ming periods, then became obsolete by the Ming’s end.
This is specialist historical vocabulary; add a plain-language gloss if you need your reader to understand it.
Chinese-like strokes do not make this a Chinese character.

Questions people ask
1Why does 𗤨 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
