What 𗦛 means
Li Fanwen’s English index glosses it “to survey.”
His 2008 Tangut–Chinese dictionary indexes this form as L2008-2492.
Is 𗦛 a Chinese character?
No. It belongs to the Tangut script.
The script was commissioned in 1036 for Western Xia state use. It served official writing, Buddhist texts, and translations from Chinese; Buddhist pillars dated 1502 show Tangut writing persisted after the state fell. The script drew on Chinese writing forms, but it records Tangut, a separate language.
