What 𗦩 means
It refers to wood whose grain runs straight. A Tangut dictionary index pairs the entry with the Japanese character 柾, used for straight-grained timber. That is a translation gloss; it does not make the Tangut and Japanese characters interchangeable.
Why was Tangut script created?
To write Tangut and mark Western Xia as a distinct state.
The system used Chinese-character structures but was a separate writing system for the Tangut language. An official military document from Guazhou dated 1072 is cited as the earliest surviving Tangut document. Later administrative and Buddhist inscriptions show different settings for the script, but do not establish a changed meaning for 𗦩.

1Why does 𗦩 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
