What 𗧂 means
It is a character in the Tangut script. The exact word it represents cannot be guessed from its outline; read it as part of Tangut writing.
Created in 1036 for the Western Xia state, Tangut writing served government and a Buddhist canon. It also helped distinguish Western Xia's written culture from Song China; later works include Chinese translations and secular texts.
Is 𗧂 Chinese or Tangut?
It is a distinct Tangut script. Tangut writing drew on Chinese writing and the Khitan script, another historical writing system, but that influence does not make 𗧂 a Chinese character.

fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
