What 𗫯 means
Only as part of 𘏢𗫯. A study of a Tangut poem translates the pair as “fruit”; it gives no separate meaning for 𗫯.
When and why did Tangut writing begin?
The Western Xia court ordered its creation in 1036. Ruler Li Yuanhao commissioned Tangut writing for state-building and a Tangut collection of Buddhist scriptures. Its design drew on Chinese writing visually and structurally but was not derived from it. The neighboring Khitan people had created scripts earlier, an example Tangut rulers followed. Tangut texts include secular works and Chinese translations. The 12th-century Sea of Writing, a Tangut dictionary grouped by rhyme, lists 𗫯.

1Why does 𗫯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
