What 𗭎 means

It means “to puzzle”: to confuse or perplex someone.

The Tangut dictionary links it to Li Fanwen’s entry 5077, glossed as “to puzzle.”

Why was Tangut script created?

It was created in 1036 under Li Yuanhao for state-building. It supported a distinct identity from Song China and a Buddhist canon (a collection of scriptures); its forms followed Chinese writing principles and neighboring Khitan scripts.

Khara-Khoto manuscripts from the 12th or early 13th century include Buddhist and translated secular works. After the Mongol conquest in the 13th century, Tangut left daily use.
