What 𗭙 means
The index clue is 潘: rice-rinsing water or the surname Pan.
Li Fanwen’s radical index lists entry L2008-3885 beside 潘. It gives ljij in scholarly Latin-letter notation for a reconstructed Tangut reading. This index association does not make the two glyphs interchangeable.
Created around 1036 under Western Xia’s first emperor, Tangut wrote the language of northwestern China and appeared in official, private and religious texts. After the Mongol conquest, it continued under the Yuan and Ming dynasties and became obsolete by the end of the Ming dynasty. Rediscovered in the late 19th century, it was largely deciphered in the early 20th century. Its component-built signs resemble Chinese ideographs but form an unrelated script.

1Why does 𗭙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
