The Unicode 17.0 chart links this glyph to Tangut dictionary entry 5530; Li Fanwen’s 2008 Tangut–Chinese dictionary gives its English gloss.
Tangut script was devised under Li Yuanhao, ruler of the Western Xia kingdom, around 1036. It served official records, private writing, and religious texts. People continued using it after Western Xia fell; surviving examples reach around 1502. Those dates describe the script’s history, not this individual character’s first appearance.
What does 𗮙 mean when someone sends it alone?
Alone, it will not reliably communicate its dictionary meaning.
A reader needs to recognize Tangut and know its vocabulary. In a historical passage, nearby words clarify whether the text describes someone’s voice.
Is 𗮙 a Chinese character?
No. It is a Tangut character.
Tangut writing was shaped partly by Chinese and Khitan scripts, but it was made to write the Tangut language. Script-level influence does not make this individual glyph Chinese.
Historical-script reference, suited to Tangut study or archival writing.
Sent alone, it will not reliably tell someone to speak softly.

1Why does 𗮙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
