What 𗯲 means
The Tangut dictionary gloss is “to ripple.”
Xixia is another name for the Tangut script. The technical label “Tangut Ideograph-17BF2” is built from the character's computer ID; it does not translate the word.
Is 𗯲 Chinese or Tangut?
It is Tangut, a separate writing system.
The Tangut script was created about 1036 under the Western Xia kingdom to write its language. Tangut texts include government records, private writing, and religious books; writers also translated Chinese literature into Tangut, though it remained a separate script. Use continued after Western Xia fell in 1227 under the Yuan and Ming dynasties, then faded by the end of the Ming dynasty. Scholars rediscovered it in the late 19th century.
