What 𗰀 means
“Open.” A Tangut dictionary records this as the character’s word meaning.
How did Tangut writing serve Western Xia?
It gave the Tangut state its own writing system.
Emperor Li Yuanhao of the Tangut-led Western Xia state commissioned it; scholar Yeli Renrong and others designed it to express the state’s identity. The Western Xia script was promulgated in 1036 and served government, Buddhist translations and legal texts. Its square forms drew on Chinese writing but were created for Tangut, not copied one for one. Writing continued after the state fell; the latest known inscription dates to 1502.

1Why does 𗰀 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
