What 𗲸 means
Li Fanwen’s English index glosses entry 0952 as “to make.”
His second index, arranged by character components, pairs the entry with Chinese 恕. This is an index link; the Chinese and Tangut characters are distinct and not interchangeable.
Tangut was developed for the Western Xia (Xixia) state around 1036 for official and Buddhist writing. It remained in use through the Yuan and Ming periods before falling out of use; today the script appears mainly in historical study and digital editions.

Questions people ask
1Why does 𗲸 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
