What 𗷑 means
It is a Tangut character; its exact reading depends on the text. Unicode's character name identifies the encoded glyph, not its Tangut pronunciation or English gloss. Li Fanwen's specialist Tangut dictionary indexes it as L4486; that catalog number is not a translation. Use a Tangut word or passage, or a dictionary entry, to identify its meaning.
How did Tangut writing develop?
It was created for Western Xia's state and religious needs. Tangut writing was created around 1036 CE for the Western Xia state. It first served official correspondence and Buddhist translation. An early surviving example identified in scholarship is an official document sent to a military official in Guazhou in 1072. The script later appeared in legal texts, personal writing, and inscriptions. It remained in use under later dynasties after Western Xia fell, before becoming obsolete. This history describes the script, not a documented change in this character's meaning.
Historical or scholarly; a standalone use can also read as decorative.
Don't expect a reader who doesn't know Tangut to infer its word.

Questions people ask
2Why does 𗷑 appear as a box?
Your font may not include Tangut glyphs. A font without support can show a box or blank even when the character data is present.
Why does 𗷑 look like Chinese?
Tangut uses square, ideograph-like characters, so its forms can resemble Han writing. Tangut is a distinct script; resemblance alone does not make 𗷑 a Han character.
