What 𗼆 means
It writes a Tangut word glossed as “cake.”
Li Fanwen’s Tangut–Chinese dictionary gives the Chinese character 餅 as the gloss. Unicode’s code-point label identifies the character but does not translate it. Tangut is a distinct script for its own language, though its square shapes may resemble Chinese writing.
Why was Tangut writing created?
Western Xia commissioned it as a state script.
Around 1036, Emperor Li Yuanhao ordered scholar Yeli Renrong to devise it as Western Xia asserted Tangut identity. It carried official records, literature, and Buddhist translations. After Western Xia fell, Tangut writing continued in Yuan and Ming texts; it became obsolete by the end of the Ming dynasty, and scholars rediscovered it in the late 19th century.

Questions people ask
1Why does 𗼆 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
