What 𗼘 means
No. It is Tangut, not Chinese writing. Tangut writing resembles Chinese but serves another language. Western Xia followed Khitan neighbors in creating a native script; that connects script-making traditions, not this glyph to a specific Khitan character.
Why did Western Xia create Tangut writing?
To give Tangut official writing and state identity. Commissioned in 1036, it distinguished Western Xia from Song China and supported Buddhist scripture in Tangut. The script also carried Chinese classics in translation. Tangut writing continued after the state fell; an inscription is dated to 1502.

1Why does 𗼘 show as a box?
If the font used for your text lacks Tangut support, it may show a box. Try a Tangut font; the box means the font cannot draw 𗼘, not that it is a different character.
