What 𗽯 means
It appears in a Tangut dictionary title translated “Sea of Characters.”
The Tangut script was created around 1036 under the Western Xia state to write its language and translate Buddhist texts. A surviving manuscript, probably from the 12th or early 13th century, shows it in use. Tangut writing drew on Chinese characters and earlier Khitan writing, another script used in the region, while remaining a distinct system. It later fell out of use.
It belongs in historical or scholarly writing about Tangut.
Tangut vs Chinese character: they belong to different scripts, though Tangut borrowed visual ideas from Chinese characters.

1Why does 𗽯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
