What 𘀨 means
A Tangut character read ŋa, with no established English meaning.
Li Fanwen's standard index records the reconstructed sound ŋa (the 'ng' of 'singer') and no English gloss; a scholarly reading, not a meaning.
Created around 1036 as the official script of Western Xia (Xixia), an empire in today's northwestern China, Tangut outlived the empire, died out by the end of the Ming dynasty, and was rediscovered in the late 19th century. It looks Chinese but is unreadable to Chinese readers.
Why does 𘀨 show as a box?
Your device has no Tangut font.
Tangut fonts are rare, so the character falls back to a hollow square; a Tangut-capable font fixes that. Type it as U18028 (AltX in Word) or via a Tangut input method.

1Why does 𘀨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
