What 𘁨 means
The dictionary gloss is “preface.” The Unicode label inventories the character; it does not translate it.
The Tangut script was developed for the Xixia (Western Xia) state around 1036–1037, for state records and translation. Historical accounts connect its creation with Xixia’s first emperor, Li Yuanhao, and the official Yeli Renrong. An official document dated 1072 is the earliest surviving example.
Xixia fell in 1227, but Tangut writing continued in manuscripts, Buddhist books, and inscriptions; a later inscription is dated 1502. Tangut has historical ties to Chinese-character-style writing, but it is a separate script, so 𘁨 is Tangut, not a Chinese character.

Questions people ask
1Why does 𘁨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
