What 𘅡 means
It heads Rhyme 39 in the Wén Hǎi.
The Wén Hǎi (“Sea of Writing”) is a Tangut rhyme dictionary: it sorts syllables by rhyme. Here, 𘅡 labels a sound group, not another word meaning.
Western Xia (Xixia) promoted Tangut as a state script in 1036 to write its language and mark political identity. Its characters use Chinese-style forms but write Tangut, not Chinese. The earliest surviving document dates to 1072; Buddhist texts kept Tangut writing in use after the state fell in 1227.

𘅡\18161Why is 𘅡 a box on my screen?
fsymbols draws rare signs with its own fonts, so they show here even where your device has none. An app or website without such a font shows an empty box (□) or a question mark instead. Turn our fonts off to see each sign as your device draws it by itself: a box here means a box in your chats and documents too.
