What 𘆤 means
It means “to comfort.”
Tangut dictionaries give this gloss; the historical pronunciation is reconstructed from written records.
Why was the Tangut script created?
To serve Western Xia’s government and Buddhist scriptures. Created around 1036 under its first emperor, Tangut writing drew on Chinese and earlier Khitan scripts while remaining a distinct system.
Manuscripts from the ruined city of Khara-khoto, dated to the 12th or early 13th century, preserve religious and secular translations. Tangut writing continued into the Yuan and Ming dynasties.

1Why does 𘆤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
