What 𘇓 means
A Tangut word character, paired with Chinese 士.
Li Fanwen’s dictionary uses 士 as its Chinese gloss. That is a translation aid, not a Chinese name for this glyph or a guarantee of a one-to-one match in every passage.
Is 𘇓 a Chinese character?
No. It belongs to the Tangut script.
Introduced around 1036, Tangut writing gave the Western Xia court a way to record its language. Chinese writing shaped the wider script; scholars also consider influence from writing used by the neighboring Khitan people, but that does not establish a source character for 𘇓.
Western Xia fell in 1227, but Tangut texts continued under Mongol rule, many of them Buddhist.
