What 𘍄 means
It is a Tangut character; its number is only a catalog label.
That label identifies the encoded character, not the word or reading it represents in Tangut, the language written with this script. A Tangut dictionary and the surrounding text are needed to work out its meaning.
Tangut writing was used from 1036–1502. A surviving manuscript fragment from Khara-khoto, a Tangut city, probably dates to the 12th or early 13th century; that dates the fragment, not the first appearance of this individual character.
Why was Tangut writing created?
It supported Tangut rule, Buddhist teaching, and cultural identity.
Tangut emperor Li Yuanhao ordered the script as part of building a distinct state. A native writing system supported government and let the Tangut translate Buddhist works and create a large religious library.
Surviving texts include Buddhist scriptures, Chinese classics, encyclopedias, military treatises, literature, Tibetan translations, and local writing. The neighboring Khitan people had already created two scripts, offering a regional precedent. Tangut borrowed visual and structural ideas from Chinese writing but was not simply derived from it. After the Mongol conquest of the Tangut kingdom in 1227, written Tangut continued.
Historical and specialist: read it as part of Tangut writing, not as a free-standing English word.
The number in the catalog label is not a translation.
