What 𘍒 means

It means “crime” in Tangut.

Scholars estimate its Tangut reading as dzwej¹; this is a technical transcription of an older sound.

Created around 1036 for Western Xia, the Tangut script served its records, laws, literature, and Buddhist translations. The earliest surviving Tangut document is an official message from 1072; a Liangzhou stone inscription followed in 1094. Tangut writing lasted beyond the state; the latest datable inscription is from 1502.

Historical and specialist; it needs a Tangut-capable font.

Chinese 罪 is the source, not a substitute.
