What 𘎃 means
It identifies the sign, not the Tangut word.
Unicode’s Tangut names are generated from code numbers. The mid-12th-century dictionary Sea of Writing lists this sign. Tangut script was created around 1036 for Western Xia state records and book translations; its earliest surviving official document is from 1072. It outlasted the state, with a Buddhist inscription from 1502.
Is it Chinese?
No. It writes Tangut, a different language.
Tangut signs resemble Chinese characters in their square, stroke-built form. Khitan writing, used in the neighboring Liao state, may have influenced Tangut; one structural study finds no close link.

Questions people ask
1Why does 𘎃 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
