What 𘎙 means
A verb for smelling.
A Tangut dictionary glosses 𘎙 as “to smell.” Tangut was the language written by the people of Western Xia, so this is a Tangut word, not a Chinese character.
The Tangut script was promulgated around 1036 CE as Western Xia’s state writing, to record Tangut and assert a distinct identity. Its square forms drew on Chinese writing, but Tangut created new characters rather than borrowing complete Chinese ones. It served government documents and Buddhist translations. After Western Xia fell in 1227, the script remained in use under Yuan and Ming rule; a Buddhist text was printed as late as 1502. It became obsolete by the end of the Ming.

Questions people ask
1Why does 𘎙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
