What 𘏦 means
It means “to obstruct”: to block, bar, or get in the way.
Western Xia authorities ordered Tangut writing into use in 1036 for government and Buddhist projects. It drew partly on Chinese writing, with the earlier Khitan script as another model. People used it for a collection of Buddhist scriptures, translations from Chinese and Tibetan, and secular works. A Tangut manuscript from the Khara-Khoto archaeological site probably dates to the 12th or early 13th century.

Questions people ask
1Why does 𘏦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
