What 𘒽 means
L1607 is a lexicon index, not a reading. A Tangut lexicon lists this form as L1607 (also L2008-1607). Unicode derives Tangut names from code points; a blank display may mean the font lacks Tangut coverage.
𘒽 is Tangut, not Chinese, though Chinese writing influenced its forms and construction. The Tangut script was developed around 1036 for Western Xia state-building and Buddhist translation; the Khitan had also created a state script.
Tangut texts include Buddhist, Confucian, legal, military, and literary works. The script continued into Yuan and Ming contexts.
A specialist historical character, suited to discussion of Tangut writing and texts.
Chinese influence does not make it a Chinese character.

Questions people ask
1Why does 𘒽 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
