What 𘖨 means
It means “dragon.”
It is Tangut, not Chinese.
Made official around 1036, the Tangut script gave the Western Xia state writing for its language and identity. It was used for Buddhist translations and secular works translated from Chinese. Its square forms drew on Chinese models, but it was a separate script; neighboring Khitan rulers had created scripts a century earlier. Tangut writing continued after Western Xia fell; its latest known inscription, on a Buddhist monument, dates to 1502.
