What 𘖫 means

No; it is Tangut. Its script drew on Chinese writing and the scripts of neighboring Khitan people in northern China, but remains distinct.

What did Tangut writing do?

The Western Xia court commissioned the script in 1036. It wrote Tangut for state use and marked a distinct identity; another aim was a Buddhist scripture collection. Early translations drew on Chinese; by the mid-12th century, editors also used Tibetan and Indian methods. Buddhist texts continued after the state fell in 1227.

Why does 𘖫 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
