What 𘘀 means
A Tangut dictionary indexes it for surname use. Unicode maps 𘘀 to Li Fanwen entry 0307, which the dictionary index lists under “a surname.”
Why does 𘘀 look Chinese?
It is Tangut, a separate language and script. In 1036, Emperor Li Yuanhao commissioned a script for the Tangut language. Its aims included a Buddhist canon and a state identity distinct from Song China. Its design drew on Chinese writing; the court followed the Khitan neighbors’ example of creating state scripts, one based largely on Chinese. The script served official and Buddhist texts, translations from Chinese and Tibetan, and secular books. Tangut writing continued after Western Xia fell in 1227.
Why does 𘘀 show as a box?
Your font may not cover Tangut. This glyph needs Tangut font support; without it, you may see a box or blank.

1Why does 𘘀 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
