What 𘚴 means
It belongs to the Tangut script, the writing system of Western Xia.
The Western Xia court under its ruler Li Yuanhao commissioned the script around 1036–1037 for official records, literature and translated books. It gave the court an official written voice in Tangut and marked the state as distinct; Chinese also remained in use.
The earliest surviving Tangut text is an official dispatch to a military inspector, dated 1072.
Is Tangut Chinese or Khitan?
Neither. Chinese shaped it; any Khitan link is debated.
Tangut's dense, square characters draw on Chinese writing, but they write a different language. Some scholars suggest a link to Khitan writing, the script of a neighboring people; others find no close link. The disagreement concerns how the scripts were designed, not whether this exact glyph is Khitan.

1Why does 𘚴 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
