What 𘛋 means
No. It belongs to the Tangut script.
The script wrote Tangut, the language of medieval Western Xia (Xixia). Western Xia emperor Li Yuanhao commissioned it in 1036 to give the state a separate identity and write Buddhist texts in Tangut. Its visual design drew on Chinese writing, but it remained a separate script; the neighboring Khitan people had already made scripts for their language.
After Western Xia fell in 1227, Tangut Buddhist texts continued to be produced under Mongol rule, including during the Yuan dynasty.

1Why does 𘛋 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
