What 𘛒 means

It means “straight,” the opposite of crooked.

When did Tangut writing begin?

Tangut writing emerged around 1036.

The Western Xia, a Tangut state under Emperor Li Yuanhao, used the script for government and books, including Buddhist translations.

The script drew on Chinese writing. An earlier Khitan state had already adopted its own separate script, offering a precedent for a state writing system.

Why does 𘛒 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
